This is the start of what the locals call "an elk jam," where an animal is sighted and a car stops, then another, then a tour bus or two until the highway is blocked. (And then the idiots start to get out of their cars to try and get closer!) Bear jams and eagle jams are also common.

The elk with the collar is a troublemaker, either causing an incident with humans or an habitual intruder.
